YOUTH ARE STARVING TO LEARN
America's education system is not merely underperforming; it is failing too many children at scale. On the 2024 Nation's Report Card, reading scores fell again in both 4th and 8th grade, and 33% of 8th graders were below even NAEP Basic in reading, the highest share ever recorded. In math, only 39% of 4th graders and 28% of 8th graders reached NAEP Proficient.
Chronic absenteeism has reached over 30% of students.
NCES reports over 2.1 million dropouts.
Learning loss and absenteeism have been deepest among low-income students and students of color, and teacher shortages are most acute in high-poverty schools, rural communities, special education, STEM, and English-learner classrooms.
